Charges & Fees

Charges and fees for the Central Library and all branches of the Santa Barbara Public Library System are established by Resolution No. 07-052 of the Council of the City of Santa Barbara and include charges for use of public facilities, reserve and interlibrary loan service, return of materials beyond the due date or in damaged condition, microprints, photocopies, computer printouts, and replacement of lost cards.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA BARBARA ESTABLISHING CHARGES AND FEES TO BE CHARGED BY THE LIBRARY ADOPTED JUNE 26, 2007.

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Santa Barbara as follows:

There is hereby established the following schedule of charges and fees for the use of the Library:

I. CHARGES - LIBRARY SERVICES

A. Reserve Cards. Fifty cents ($0.50) for reserving all library materials, including requesting materials owned by member libraries of the Black Gold Cooperative Library Systems, except for children's materials which are reserved free of charge.

B. Microprints and Photocopies. Twenty cents ($0.20) per sheet or charge billed by the library supplying the materials, whichever is greater.

C. Computer printouts. Five cents ($0.05) per sheet.

D. Unreturned or Lost Materials:

  1. Juvenile books - $20.00;
  2. Adult fiction - $25.00;
  3. Adult non-fiction - $35.00 or price marked on pocket, whichever is greater;
  4. Reference - $50.00 or price marked on pocket, whichever is greater;
  5. Fine arts (material catalogued as 700-711, 720-739 and 750-779) - $40.00 or price marked on pocket, whichever is greater;
  6. Audiocassettes - $10.00 per cassette*;
  7. Audiocassette booklets - $3.00;
  8. Periodicals - $3.00 or replacement of issue;
  9. Videocassettes - $20.00 per cassette*;
  10. Music CDs - $15.00 per disc*.
  11. Books on CD - $10.00 per disc*.
  12. CD Libretto - $5.00;
  13. DVDs - $20.00 per disc*.
     
    * or cost of entire set if Library is unable to replace individual item. A five-dollar ($5.00) processing fee will be added for replacing lost or unreturned materials.

E. Damaged Materials. A charge may be imposed for library owned materials commensurate with the damages as determined by the Library Director or the Director's designee. If replacement of the damaged item is required, a five-dollar ($5.00) processing fee will be added to the replacement cost.

F. Replacement of Library Card. One dollar ($1.00) for each replacement of lost, stolen or damaged library card.

G. Interlibrary Loan Materials. Three dollars ($3.00) for requesting material through interlibrary borrowing from outside the Black Gold Cooperative Library System. Fees for overdue, damaged, or lost material will be as charged by the lending institution.

II. CHARGES FOR MEETING ROOM/EXHIBIT SPACE

C. Additional Charges for Use of Refreshments in Library Meeting Rooms:

  1. Central Library/Faulkner Gallery - $75.00 per event.
  2. Central Library/Faulkner Gallery East, Faulkner Gallery West, or Townley Room - $30.00 per event.

D. Charges for Use of Exhibit Space:

  1. Central Library/Faulkner Gallery -$400.00 per month.
  2. Central Library/Faulkner Gallery East or Faulkner Gallery West -$80.00 per month.
  3. Central Library/Townley Room - $100.00 per month.
  4. Goleta Branch Library/Multipurpose Room - $150.00 per month.

At the discretion of the Library Director, the above fees may be waived for City and County governmental agencies, and for those activities which are endorsed or provided as a part of the Library program.

III. EXTENDED USE FEES

A. The following schedule of fees shall apply to all books and other materials which are not returned on or before the due date:

B. Extended use fees begin accumulating on the day following the due date and accrue for each succeeding day including weekends and holidays. Patrons designated in the "exceptional" category (using large-print, Braille or shut-in services) are not charged for materials returned past the due date.

C. Suspension of Library Privileges. Patrons accumulating charges of ten dollars ($10.00) or more may have library privileges suspended until such time as full payment is received.

D. Materials Not Subject To Extended Use Fees. No overdue fees shall be imposed for uncatalogued paperbacks, pamphlets, or picture file materials.

E. Waivers. The extended use fees provided herein may be waived by the Library Director if it is determined that the patron's failure to return the library materials is due to exceptional circumstances over which the patron had no control.

IV. EFFECTIVE DATE

This Resolution shall become effective June 26, 2007.
